We would like to inform you that as planned at the

IUVSTA General Meeting 17 in Beijing (August 2010),

the Extraordinary General Meeting (EGM) of Sunday

March 13th, 2011, in Namur (Belgium) adopted the

newStatutesofourUnion.TheIUVSTANewsBulletin

#162 did already report on the subject.

Today,weareextremelypleasedtoannouncethatalltheofficialadministrativestepshave

beenfulfilled,includingregistrationandpublicationofthenewStatutes.

Figure 3 is a copy of the first page of the new Statutes, published in the Belgian Official

Journal (Moniteur Belge). The complete IUVSTA Statutes are available on the website, in

thesection‘AboutIUVSTA–GeneralStructure‐organizationaldocuments’.

The photographs (Figure 4 and 5) shows a EGM participants around the Notary, Mr.

SlovakVacuumSociety.IsayreturnbecauseECM80in1998hadbeenheldthereandwasremembered

bysomemembersoftheExecutiveCouncil.Althoughthehotelhasbeenrenovatedsincethatearliervisit,

muchofitspreviouscharmstillremains.Asalways,theweekendwasabusyoneandjugglingthetimefor

thevariousmeetingsofCommitteeswhilstretainingsometimeforsocialisingwasastrickyasever.

Nonethelessasuccessfulseriesofmeetingswasachievedandourthanksgotothehostsociety,its

helpedenormouslyinmakingtheweekendrunsmoothlyandenjoyably.

Asfarasbusinesswasconcerned,theTrienniumismovingtowardsitsend,sothefinalseriesof

threeWorkshopsandtwoTechnicalTrainingCourseswasapproved,exhaustingthebudgetforSchools

andWorkshops(seealistbelow).ProgressisbeingmadebytheEducationCommitteeinfinallymaking

someofourteachingmaterialavailableforpublicationonthewebsite.Thatshouldbetheculminationof

alongstory.PreparationsarebeginningfortheeventsaccompanyingIVC19inParisinSeptembernext

year–itemsfortheagendafortheTriennialGeneralMeeting,ourmainbusinessmeeting,wereagreed;

thearrangementsforthecallsfornominationsforourPrizesandbidsforIVC21in2019werefinalised

andthesehavebeenissued.AmajornewworkinggroupunderthechairmanshipofProfUlfKarlssonhas

beensetuptoconsiderFutureDirectionsofScienceandTechnologyandhowthesemightinfluencethe

workofourUnion.

organizing VASSCAA‐6. They remarked that PVS is one of the most active society of IUVSTA and the

arrangementsoftheconferenceareexcellentandasperinternationalstandard.

TopscientistsandprominentdignitariesfromChina,Japan,Australia,SouthKorea,Taiwan,UK,Austria,Italy,

Belgium,Portugal,Poland,Slovenia,Algeria,Nepal,Hungary,SaudiArabiaandNewZealandtookpartinthe

conference.Thelocalparticipationwasoverathousandthat include:researchers,engineers,Professors,

plantoperators,systemdesigners,vendors,companyheads,industrialists,businessmenandstudentsfrom

variousscientificandresearchorganizations technicalinstitutions universities industriesandcompanies

,

,

,

.

Theconferencefocusedontheemergingareasofresearchlike:Surfacescienceandengineering,electronic

materialsandprocessing,nanometerstructures,thinfilm,vacuumscienceandtechnology,plasmascience

andtechnique,biointerfacesandrenewableenergytechnologies.Abouteightyoralpresentationswere

deliveredbyforeignandlocalspeakersintheseareas.

Apostersessionwasalsoorganizedinwhichoverseventyresearchersandstudentsdisplayedtheir

work.Thethreebestposters,evaluatedbyaninternationalcommittee,wereawarded prizes.Inparallelto

themainconferencesessions,fourtechnicalshortcourseswerealsoheld.Theleadingexpertsfromrelevant

areasdeliveredpresentationsintheseshortcourses.

K. L. Poulter (GB) became Senior Associate Editor

of the Bulletin in 1976, and Editor in 1978. In early

1981, with the demise of the Secretariat in London,

Poulter took sole responsibility for editing, printing and

distributing the Bulletin. Though conditions proved to

be trying at times, Poulter nonetheless prevailed.

Starting with the 89

th

issue in February 1985, the News

Bulletin was published in a new format with financial

support from the American Vacuum Society. The new

editor, J. L. Provo (USA), was also editor of the AVS

Newsletter. Provo continued as the News Bulletin Editor

until 1996 when he handed it over to L. Westerberg (S).

This change coincided with the change to electronic

publishing of the Bulletin. In 2001, a decision was

made that the Secretary of the Publications Committee

would assume the

responsibility

of Bulletin Editor.

By the end of the 1992-95 triennium, the News Bulletin

was by far the largest expense item in the IUVSTA

budget, excluding the collected scientific activities.

Of the SFr 35,000 per triennium budget item for

publications, the quarterly mailing of the Bulletin was

the largest component. However at that time electronic

publishing and communication were developing rapidly

and a decision was made to take advantage of this

new technology. Accordingly, Issue N°. 140 of the

News Bulletin (Nov/Dec 1996) was the last published

in the standard print format. The numbering sequence

was maintained so that issue N°. 141 of the IUVSTA

News Bulletin (Jan. to Jun. 1997) became the first

issue in electronic format. These Bulletins now appear

on the IUVSTA webpage and are produced twice

(sometimes three times) per year, with a short period of

discontinuation between 2008 and 2010. The content

and format has changed slightly and the facility of linking

to other website documents is used. Old issues of the

Bulletin are archived for future reference. The links to

the Calendar, ECM and Workshop pages are however

still directed to the current web pages, where archived

information, as well as current information, is still present,

in most cases. Issue N°. 149 was the first issue available

as a downloadable “.pdf” file. It has some links archived.

The News Bulletin is only one of many publications

produced by the IUVSTA and these are all currently

managed by the Publications Committee of the

Executive Council. Some of these other publications

are discussed in connection with our website in

Section 12.
